I don't understand how Jonah thought he could actually run away from God. What was his concept of God? Did he think that God was only present in Israel?

Nahum 3:1-4 explains what it was like that helps give a better picture.
1 - Woe to the bloody city,
all full of lies and plunder—
no end to the prey!
2 - The crack of the whip, and rumble of the wheel,
galloping horse and bounding chariot!
3 - Horsemen charging,
flashing sword and glittering spear,
hosts of slain,
heaps of corpses,
dead bodies without end—
they stumble over the bodies!
4 - And all for the countless whorings of the prostitute,
graceful and of deadly charms,
who betrays nations with her whorings,
and peoples with her charms.
I personally dont even like going into the big cities like Atlanta near where I live. I'm a small town girl, so thats very intimidating and scary to me.
I'm not sure if he thought if he ran and God saw he really didn't want to go, would he "let him off the hook" (see how I did that.. hook, fish, whale, Jonah? LOL) Sometimes I think we don't realize that we actually think we have that kind of influence over God but its God who is in control and remember he also gave us free-will so we misunderstand that it means God won't still do what he wants done.
On the part about Gods presence, well I think for him it was maybe he thought they were too evil, too far gone and didn't deserve God's mercy.

Don’t we all feel that way at times? But like any good Jewish boy, Jonah would have known the scriptures.

Psa 139:7 Where shall I go from your Spirit? Or where shall I flee from your presence?
